Minutes of the Meeting held in the Hollies Classroom
on Thursday 13 June.2002 at 7.30 pm.

Present:
Councillor Lady Buxton (in the Chair), Mr C Stubbs (Vice Chairman) Mr A Burrell, Mr A Cook, Mrs M Cross, Mr Gould, Mr R Harrison, Mrs D Jones and Mrs A Young.
Also Mr A Gunson (County Councillor) and Mrs J Young (Clerk).
5 members of the public (2 more arrived 7.50 pm and left 9pm).
PC Sparkes from 9pm to 9.05 pm.

71. Apologies:
received and accepted from Mrs J Hale and Mr A Swan.

72. Declarations of Interest:
Colin Gould declared an interest in Planning ref 1009/F.
Lady Buxton and the Clerk both declared an interest in the planning matter relating to Loddon House.

73. Minutes:
The minutes of the meeting held on 9 May were agreed as an accurate record and signed by the Chairman.

74. Matters Arising:
19 19 (b) 73 Registration of Allotment Land - nothing further heard from Land Registry. Cllr Harrison had been informed that Mr Prior was interested in negotiating purchase still - Chairman and Cllr Harrison would represent the Council.
62 12 Staithe Bridge - nothing confirmed but ownership may be with Anglian Water - lot of research being done by SNC.
66 Skateboarding area - SNC Grants Officer was checking planning situation with appropriate department but had not yet confirmed whether permission was required.

19. SNC re Code of Conduct - need note of any Councillors who are disbarred as at 5th July. The Chairman encouraged any Councillors who had not yet signed to do so without delay.
20. Standards Board for England -Guidance on Standards Cttees. (circulated tonight)
21. Pension Service - Community Information Bus - in Loddon Wed 17th July 1pm - 3pm.
22. SNC re IT provision - Clerk on holiday and therefore unable to attend open day 10th June, but questionnaire will be completed. May result in some additional equipment being forthcoming.
23. Broadland Environmental Services Ltd - Public participation process to develop a Strategic Environmental Assessment for the Broadland Flood Alleviation Project - comment by 15 July (Cllr Cross to draft)
24. Ex-Press Plastics (email) - invitation to councillors to look round factory. Plus copies of various emails and comments on website. The Chairman said that she felt it was important for the Council to be as fair and impartial as possible, we simply did not have enough information at the moment, so as many people as possible should take advantage of the factory visit. It was agreed that the Clerk would contact Ex-Press to see if two visits could be arranged - one during day and one evening.
25. Lawrence Wood re licence application for Provisional Grant to be declared final on 9th July - D & A Ahmed, 23 Bridge St.
26. NCC - Early Years Development & Childcare Partnership.
27. Zurich Municipal - half day Health & Safety Seminar, Thetford
28. NCAPTC re lower cost insurance, but unfortunately we do not qualify.
29. Barclays - changes to Deposit Account structure. Although some improvements were made to notice periods, with the increased amount being done by the Council the charges were increasing significantly. The Clerk was authorized to research possible alternatives.
30. SNC re Training for Community Groups - 3 free courses at Framlingham Earl.
31. SNC re Site Visit, 35 Bridge Street, 9.15 am 5th June.
32. Audit Commission re External Audit Appointment - District Audit in Plymouth.
33. SNC Quality Tour of Built Development - Annual Inspection of Sites Wed 15th July - suggest possible sites for visit. Suggest Mistralcraft, Foxes Loke and High Bungay.
34. DTLR re Consultation Paper - Local investigation and determination of misconduct allegations. - Comments by 1st July.
35. NCC P & T - Changes to local bus services from 21 July.
36. SNC re Advice on the Implementation of the Code of Conduct (circulated tonight)
37. Norfolk Constabulary - mobile police office revised rota.

78. Clerk's Report
Report 2002/3 Parish Office Equipment - further investigations had been made regarding the software for scanners - all included in price, but investigating possibility of getting this included with some IT equipment from SNC so leave for now.
Playground Inspections - were being undertaken regularly and various items were in hand. A specialist would be asked to check the depth of bark. (9pm)

79. Police Report
PC Sparkes reported very little change except in the way things are recorded. At Sector meeting at Diss the Inspector had confirmed that he wants the Community Beat Officer in place by September - covering Loddon, Chedgrave, Hales and Sisland, and should spend 88% of time in those areas.
Parking outside Kebab Shop - complaints had been investigated but appeared to be private land. Those parked on the roadside would be given tickets.
Bryon thanked the people who organized the Jubilee Celebrations and asked them to bear in mind the need to start planning either for the Diamond Celebrations or a coronation.

80. Playing Field Committee
- Report 2002/4 had been circulated.
It was agreed that payment should be made immediately and that it should be put in the budget each year and paid regardless.
An item would be put on the agenda for a subsequent meeting with proposal for this year's contribution - probably September.

The Clerk presented the Financial Report for June.

82. Chairman's Matters Arising
None.

83. Matters brought forward from previous meetings
Golden Jubilee Celebrations - Cllr Stubbs gave an interim report, not for publication yet. The Clerk would be given a complete list of those who took part in parade and those who had helped so that appropriate thanks could be conveyed. Many thanks were due to the Working Party who had worked so hard - very rewarding that it went so well.
Learning Works - Mr Burrell had nothing to report.

84. Councillors' Reports
(a) County Councillor Mr Gunson:
Grass cutting - now finished in this area, although delayed by rain.
Weed killing - started, using different contractors who were successful 3 yrs ago.
Education - went through Cabinet on 20th May -- 1st 4-7, Middle 7-11 and transfer at 11 to Hobart. No timescale as yet as got confirmation it would not be implemented until permanent accommodation available. Bus arrangements being investigated. Also asked for transitional arrangements to be available in Loddon.
Trowse ByPass - will be surface dressed this year.
Alley by Police Station - weed killing done.
Kebab Shop/Cine Shop corner - Police had challenged whether it was Highways land or not - Highways had done paving. Highways Dept. seeking legal advice on situation.
Monies requested for: Bus Station, Long Stratton by-pass (going to consultation in September), West Winch by-pass and Northern by-pass for Norwich.
Highways Agency had raised a problem over Hardwick Roundabout.
River Chet - a meeting to discuss all aspects - environment, wildlife, dredging, footpaths, boatyards, etc. will be held in Jubilee Hall at 7.45 pm on Tuesday 9 July when Dr Packman will be speaking.
(b) District Councillor Mr Gould:
Parking at junction of Beccles Road/Norton Road - (raised at last meeting). Cllr Gunson investigating pedestrian safety aspect.
Broads Southern Tour - attended with Cllr Stubbs, with presentations en route.
Care, Fairness and Housing Panel, Planning Committees and Site Visits attended, also Tenants Federation meeting about LSVT - everything on hold as no-one willing to take on.
Staithe Footbridge - still waiting to hear back from Steve Burns on actual ownership.
(c) Councillor Mr Harrison
- hedge by Beccles Road cycle track - starting to overhang, needs trimming. Parish responsibility - Clerk will contact Andy Schooling.
Website - not sufficient information coming through from LPC (and other organizations) but quite a lot of hits (825 so far, this week 40, 11 today).
(d) Councillor Mrs Jones
- Day Centre Jubilee Celebrations very good.
Had received complaint from parishioner about the amount of SNC time taken up by Mr Chapman.
Potter's garage - 2 culverts blocked resulting in flooding earlier in week. (Cllr Gunson would look into)
Church/Mill Road Path - nettles need cutting back. Cllr Gunson will look into.
(e) Councillor Mr Stubbs
- hedge on corner of Leman Grove/High Bungay Road encroaching on footpath. Agreed that Cllr Gould would contact owner.
Vandalism on night of Jubilee celebrations to flower tower at Staithe - had been put back together and plants replanted thanks to Anthony Bunting and a resident of Bridge Street.
(f) Councillor Lady Buxton
- hedge in Beccles Road on left near junction with Norton Road - beautifully clipped but sticks out 12" beyond wall - Cllr Gould will contact them.
The Clerk asked Cllr Gunson to pass on a compliment on the speed of reaction of Highways in dealing with broken manhole covers in Beccles Road.

86. Matters raised by the Public
One resident, lived here for 14 years, employed at Ex-Press Plastics for 7½ years interested in what happens in village - children involved in Sport, have interest in new Sports Hall.
Another employee of Ex-Press Plastics (12 years) lives in Loddon asked for Councillors' views on the current operators' licence for factory, but it was inappropriate to comment before their visit.
Mr Gould asked for the matter to be put on the Agenda following Councillors' visits.
