Minutes of a Meeting
of Loddon Parish Council
held in The Library Annexe
on Thursday 10 June 2010 at 7pm
Present: Councillors Jane Hale, Linda Wilson, Sarah Morris (until 9.10pm), Dorothy Jones, Rod Williams, Michael Roe, Angela Gibson and Margaret Wallace.
Also present were Christine Smith (clerk), County Councillor Adrian Gunson and PCSO Kevin Nightingale.
Five members of the public also attended.
19. Welcome - The chair welcomed those present
20. Co-option of New Councillor - the council considered the two candidates who had come forward in response to the casual vacancy on the council and duly appointed Mr Alan Counter, who signed his declarations of acceptance of office, witnessed by the clerk.
The chairman thanked the other applicant for their interest.
21. Apologies - apologies were received and accepted from Cllr Judith Gray (other community commitments), RFO Karen Read (holiday) and District Councillor Colin Gould (holiday)
22. Resignation - the resignation of Bruce Corke from the parish council was received and accepted.
The resulting casual vacancy would be filled by co-option at the next meeting.
23. Declarations of Interest - none
24. Previous Minutes - the minutes of a meeting held on Thursday 13 May 2010 were circulated, APPROVED and signed by the chairman.
25. Planning Decisions - the following decisions were noted:
a) 2010/0438/F - Former police Station, 8 Bridge Street, Loddon - demolition of existing building and redevelopment of five flats - APPROVED with conditions, committee
26. Planning Applications - The council considered the following planning applications; [In order to minimize light pollution the parish council recommended that any outdoor lights associated with any of the applications below should be: i) fully shielded ii) directed downwards iii) switched on only when needed iv) white light low energy lamps and not orange or pink sodium sources]
a) 2010/0770 - Dr Jane Mawer, Lynton, 5 Church Plain, Loddon - replacement of conservatory and side extension with single storey extensions and rain cover - REFUSE, loss of amenity (light) to neighbour
b) 2010/0775 - details as for (a) above - listed building consent - REFUSE, materials not in keeping with listed building, would not permit access to garden wall for maintenance
c) 2010/0800 - Mr Thomas Waud, Loddon Hall, Hales Green, Loddon - retention of excavation works to form pond with small island - APPROVE
d) 2010/0826 - Mr M Sykes, 18 High Street - proposed alterations to the existing fireplace and surround and installation of wood burner - APPROVE subject to confirmation that fireplace to be removed is not original
e) 2010/0868 - Mr & Mrs R Curtis, Belvoir, 32 Low Bungay Road, Loddon - conversion to 2 dwellings with new access, alterations and extensions and erection of single garage - APPROVE
f) 2010/0892 - Mrs Sarah Bower, Walnut Tree Barn, Hales Green, Hales - alterations to existing barn and extension to existing garage - APPROVE subject to conditions laid down in correspondence with neighbour, Capt. Waud of Loddon Hall
g) 2010/0893 - details as above (listed building consent) - APPROVE subject to conditions laid down in correspondence with neighbour, Capt. Waud of Loddon Hall
Item h was received after publication of the agenda. The clerk was delegated authority to respond after consultation with councilors and neighbours.
h) BA/2010/0201/FUL - Mr & Mrs R Leeder, Riverside House, Pyes Mill Road, Loddon - proposed two storey extension to the North and a two storey extension to the East with detached garage - APPROVE
27. Planning Correspondence - The following items were noted;
i) Norfolk County Council - information about proposed improvements to lighting on footpath 14 (Kittens Lane to Cedar Drive)
j) South Norfolk Council - notification that a Tree Preservation Order has been placed on Birch trees on land at Prospect House, Beccles Road, Loddon following a recent planning application proposing removal of the trees.
k) Norfolk County Council - Norfolk minerals and waste local development framework: core strategy and minerals and waste development management policies development plan document (DPD): publication of pre-submission document - representation invited until 23 July on its soundness.
l) Broads Authority - Local Development Framework - development management policies DPD - revised preferred options - public consultation - comments invited until 16 July.
The following item was received after publication of agenda:
m) Broads Authority - notification of an enforcement appeal hearing against a notice served on a caravan stationed at Pyes Mill, Loddon to be held on Wednesday 25 August at 10am in Norwich
28. Establishment of Planning Committee - after discussion and having taken into consideration a report from Stuart Shortman of South Norfolk Council, the council AGREED no planning committee would be formed.
A proposal was made that the agenda order be changed - this was AGREED
29. Police Report - the council had earlier had a meeting with Supt. Malcolm Cooke.
PCSO Kevin Nightingale reported that there were currently two PCs and three PCSOs (one of whom is on maternity leave) covering the Loddon area.
Since 1st April cover had been provided from Norwich, which was proving faster than that previously provided from Great Yarmouth.
There were currently problems with youths behaving rowdily on Church Plain and using mopeds irresponsibly; this was being tackled by the police.
The meeting returned to the published agenda order and was adjourned for public participation at 8.40pm and reconvened at 8.45pm
30. Finance Report - The finance report would be available for approval at the next meeting, due to the RFO being on holiday.
31. Year End Accounts and Annual Governance Statement - it was RESOLVED that the statements for year ended 31 March 2010 be signed by the chair and the clerk as a true record of the parish council's financial records
32. Chairman's Report - the chair reported on a forthcoming 'Discover South Norfolk ' event on 10 July, suggested a 'freecycle' event be considered for Loddon and stated that the scope of the Freedom of Information Act may be extended.
33. Councillors' Reports - Cllr Wallace reported that a street name sign was missing; the clerk would report.
Cllr Gibson stated that large Highways vehicles were possibly causing a hazard near a layby in George Lane; County Councillor Gunson would investigate.
Cllr Dorothy Jones reported an overgrown hedge in High Bungay Road; the clerk would investigate.
Cllr Linda Wilson reported that she had attended a SNAP meeting and thanked Michael Roe and Alan Counter for their help with summer planting displays.
34. County Councillor's and District Councillor's Reports - County Councillor Gunson's report was as circulated and noted. He added that the 20mph speed restriction had been extended in Chedgrave and that new bus timetables were now available.
District Councillor Gould's report was tabled and noted.
35. Grant Requests - a request from East Anglia's Children's Hospices was REFUSED, a grant of £50 for the Norfolk Accident Rescue Service was AGREED.
36. Dog Bin - a request to install a dog waste bin in Princess Anne Terrace was REFUSED
37. Correspondence - A list of significant correspondence, which had been previously circulated, was NOTED.
38. Date of Next Meeting - confirmed as Thursday 8 July 2010 at 7pm in the Library Annexe.
