Minutes of a Meeting of Loddon Parish Council held in The Library Annexe
on Thursday 11 March at 7.35pm Following the Annual Parish Meeting

Present: Councillors Jane Hale, Dorothy Jones, Michael Roe, Judith Gray, Angela Gibson, Rod Williams, Bruce Corke, Roy Cooper, Margaret Wallace, Sarah Morris and Linda Wilson.
Also present were Karen Read (RFO), District Councillor Colin Gould and County Councillor Adrian Gunson.
2 members of the public also attended.

169. Apologies - were received from Christine Smith (clerk) who was on holiday

170. Declarations of Interest - None

171. Previous Minutes - the minutes of a meeting held on Thursday 14 January 2010 were circulated, APPROVED and signed by the chairman.

172. Planning Decisions - the following decisions were noted:
a) 2009/ 1818/LB - Mr N Viale & Ms S Sole, 3 - 5 High Street, Loddon - proposed installation of 3 double glazed windows in replacement of existing first floor windows in extension. Installation of 2 single glazed sash windows in replacement of existing first floor windows above shop front. Replace concrete render to front elevation - APPROVED with conditions, delegated
b) 2009/1042/LB - Loddon Business Centre, 2B High street, Loddon - replace existing brass plaques with new sign - APPROVED with conditions, committee
c) 2009/1805/A - 9 Bridge Street, Loddon - retention of two illuminated fascia signs - APPROVED in part (Loddon Kebabs), REFUSED in part (Happy Buddha Chinese Takeaway), committee
d) 2009/1941/H - Christmas Cottage, 17 Beccles Road, Loddon - proposed single storey extensions, first floor extension and associated alterations - APPROVED with conditions, delegated
e) SP/Y/2009/7041 - Hobart High school, Kittens Lane, Loddon - installation of input and extract ventilation system to school kitchen and associated works - PERMITTED
f) 2009/2011/F - Health centre Site, George lane, Loddon - construction of new medical centre, associated car parking and landscape and new access - APPROVED with conditions, committee.
g) 2009/2047/H - Mr G Moore, Wood Farm, Bungay Road, Loddon - two storey side extension - APPROVED with conditions, delegated. Received after publication of agenda:
h) 2009/2026/H - Orwell Housing Association Ltd., 5 Kittens Lane, Loddon - proposed garden room extension to the dining room of an existing single storey care home - APPROVED with conditions, delegated.
i) 2010/0069/H - 22 Mill Road, Loddon - extension to residential dwelling - APPROVED with conditions, delegated

173. Planning Applications - The council considered the following planning applications; [In order to minimize light pollution the parish council recommended that any outdoor lights associated with any of the applications below should be: i) fully shielded ii) directed downwards iii) switched on only when needed iv) white light low energy lamps and not orange or pink sodium sources]
a) 2010/0069 - Mr J Steet, 22 Mill Road, Loddon - proposed extension to residential dwelling - APPROVE
b) BA/2009/0307/CU - Mrs Natalie Creegan, Hall Green Farm, 29 Norton Road, Loddon - proposed change of use of workshop/store/bed and breakfast accommodation to self-contained holiday accommodation with replacement windows to first floor on North and East elevations - APPROVE subject to being used for holiday accommodation only
c) BA/2009/0308/LBC - details as for (b) above - listed building consent - APPROVE subject to being used for holiday accommodation only
d) 2010/0161 - Mr M Souter, 33 Low Bungay Road, Loddon - proposed single storey rear extension - APPROVE
e) 2010/0263 - Dr M Souter, 33 Low Bungay Road, Loddon - proposed car port extension - APPROVE

174. Consultation Event on Proposed Development off George Lane, Loddon Meeting Place Communications, for Phillip Jeans Homes, had offered to come and present the results of the public exhibition to the parish council as soon as the comments have been collated.
The clerk was asked to contact Mr Whitham at SNC and ask whether an up to date needs survey exists and whether the land off George Lane had been identified in the LDF for development.
Cllr Gould reported that he had been informed that the sewage treatment plant in Loddon was due to be upgraded in 2017.

175. Planning Correspondence - The following items were noted;
a) South Norfolk Council - agenda for planning committee meeting held on 3 February, including item on application 2009/2011/F - proposed health centre, George Lane, Loddon.
b) Medicentres project Administration - request to use the former Hockey Field in George Lane to access the foul drainage connection in George Lane.
c) Broads Authority - notification that a Planning Enforcement Notice has been issued for land at Pyes Mill Farm, Loddon (stationing of a mobile caravan for human habitation). The clerk was asked to notify Cllr Gould whether the caravan had been removed by the enforcement date.

176. Chairman's Report - Nil report

177. Councillors' Reports - Cllr Corke reported that Sgt Lowndes Smith had promised that an internal police licensing enquiry would be carried out for Loddon. The clerk was asked to follow this up.
Cllr Roe reported that the leylandii hedge near Cedar Drive was still overgrown. Cllr Gould agreed to follow this up with SNC.

178. Finance Report - The finance reports (previously circulated) were APPROVED by the council and signed by the Chairman and the RFO.

179. County Councillor's and District Councillor's Reports - County Councillor Adrian Gunson's report was as circulated and noted. He added that he had reported the pothole outside The Angel public house to Highways.
District Councillor Gould's report was as tabled. He added that SNC were continuing to fight against the unitary authority proposals and that SNC would have an income shortfall of about 20% if the current proposal goes ahead.

Cllr Jones left at 8.20pm

180. 'Audio Guide' for Loddon - The council would be interested in pursuing this if no financial outlay was involved.
The projects officer was asked to contact Paul Mace at Eaton College and obtain an expression of interest form which could be used for this and any other relevant project.

181. Friendship Bridge - Cllr Gould stated that Chedgrave PC would take the lead in applying for funding for this project.
Cllr Rod Williams was appointed as the Loddon PC representative

182. Old Town Hall - Nil report

183. Donation to 'Contact' Magazine - it was AGREED to make a donation of £175 to Contact magazine.

184. Loan to the Chet Valley Festival Committee - The council AGREED in principle to making a small loan to the committee if details were provided.
Cllr Cooper agreed to follow this up.

185. Youth Shelter - This is no longer being considered.
Cllr Angela Gibson would keep the council updated of progress with any other potential youth projects including the establishment of a youth café.

186. Purchase of Street Furniture - the council considered the purchase and installation of the following:
a) Dog waste bin on Hobart Road near the Loddon Junior School playing field - AGREED
b) Bench and waste bin on the grass verge near the former Ex-Press Plastics site on Beccles Road - on hold until more is known about the housing development on the site

187. Correspondence - A list of significant correspondence, which had been previously circulated, was NOTED.

188. Date of Next Meeting - meeting confirmed as Thursday 8 April 2010 at 7pm in the Library Annexe.
