Minutes of a Meeting of Loddon Parish Council
held in The Library Annexe on Thursday 8 April at 7pm

Present: Councillors Jane Hale, Dorothy Jones (until 8.05pm), Michael Roe, Bruce Corke, Roy Cooper, Margaret Wallace, Sarah Morris and Linda Wilson.
Also present were Christine Smith (clerk), Karen Read (RFO), District Councillor Colin Gould and County Councillor Adrian Gunson.
3 members of the public also attended.

189. Apologies - were received and accepted from Cllrs Angela Gibson and Rod Williams, who were on holiday and Judith Gray, who had work commitments.

190. Declarations of Interest - None

191. Previous Minutes - the minutes of a meeting held on Thursday 11 March 2010 were circulated, APPROVED and signed by the chairman.

192. Planning Decisions - the following decisions were noted:
a) BA/2009/ 0307/CU - Hall Green Farm, 29 Norton Road, Loddon - proposed change of use of workshop/store/bed and breakfast accommodation to self-contained holiday accommodation with replacement windows to first floor on North and East elevations - APPROVED
b) BA/2009/ 0308/LBC - Hall Green Farm, 29 Norton Road, Loddon - proposed change of use of workshop/store/bed and breakfast accommodation to self-contained holiday accommodation with replacement windows to first floor on North and East elevations - LISTED BUILDING CONSENT GRANTED
The following item was received after publication of agenda
c)2010/0161/H - 33 Low Bungay Road, Loddon - proposed single storey extension - APPROVED with conditions, delegated

193. Planning Applications - The council considered the following planning applications; [In order to minimize light pollution the parish council recommended that any outdoor lights associated with any of the applications below should be: i) fully shielded ii) directed downwards iii) switched on only when needed iv) white light low energy lamps and not orange or pink sodium sources]
a) 2010/ 0183 - Mrs Sarah Bower, Walnut Tree Farm, Hales Green, Loddon - Alterations to existing barn and extension to existing garage - REFUSE; the plans propose too many Velux windows for a listed building, which would be visible from Hales Green, the proposed opening of the 'arrow slits' in the converted barn would not be appropriate as the resulting windows would overlook Loddon Hall, causing a loss of amenity (privacy in house and garden) for the owner, the extension and change of use of the cart house garage would be out of character with an historic barn and would result in a lack of garaging on site, the proposed flue extension would be intrusive to the view from Hales Green
b) 2010/0331 - details as for (a), listed building consent - REFUSE, details as above
Items c and d required a response before the meeting. The clerk was delegated authority to respond after consultation with councillors.
c) 2010/0324 - Mr S Price, 6 Crossway Terrace, Loddon - retrospective application for the erection of garage (partially built) and porch - APPROVE
d) 2010/0335 - Mrs K Truong, 9 Bridge Street, Loddon - retention of 1 illuminated sign with proposed changes to fit non-reflective panel over existing sign and colour trough light black - REFUSE
e) 2010/0438 - Norfolk Police Authority, former Police Station, 8 Bridge Street, Loddon - demolition of existing building and redevelopment of 5 flats - APPROVE subject to an adequate County Council standard footpath near entrance to rear of site, an increase in the number of parking spaces and obscured glass being installed in the rear landing window.

194. Planning Correspondence - The following items were noted;
a) South Norfolk Council - confirmation that unauthorised ground works on land to the South of Loddon Hall, Hales Green, Loddon requires planning permission and if an application is not received enforcement action will be taken.
b) Medicentres Project Administration - request to use the former Hockey Field in George Lane to access the foul drainage connection in George Lane - no details received
c) South Norfolk Council - agenda for planning committee meeting held on 12 April. The meeting was adjourned for public participation at 7.40pm and reconvened at 7.45pm

195. Chairman's Report - no report

196. Councillors' Reports - Dorothy Jones and Margaret Wallace had attended a meeting of the Loddon Charity, Jane Hale gave an update on the Jubilee Hall, Linda Wilson reported on litter problems, particularly outside the Hobart High School - the clerk would include this in the next Contact magazine

197. Finance Report - The finance report for March (previously circulated) was APPROVED by the council and signed by the Chairman and the RFO.

198. County Councillor's and District Councillor's Reports - County Councillor Gunson's report was as circulated and noted.
District Councillor Gould's report was as tabled and after discussion it was AGREED that the parish council would not be prepared to make a financial contribution to the replacement by South Norfolk Council of mooring posts at Pyes Mill.

199. Police Report - the police report was as tabled. No one from the Constabulary was available to attend the meeting.
It was AGREED that the clerk would write to the Chief Constable regarding the lack of liaison and lack of police cover in Loddon.

200. Old Town Hall - Loddon Building Preservation Trust was to carry out further surveys to establish cause of drainage problems.

201. Correspondence - A list of significant correspondence, which had been previously circulated, was NOTED.
The council AGREED to vote for John Nightingale of Hethersett as the Parish Member on the Standards and Ethics Committee at South Norfolk Council.

Due to the confidential nature of the next item, press and public were excluded while the item was dealt with:
202. Freedom of Loddon Award 2010 - the council AGREED on a recipient for the award.

203. Date of Next Meeting - confirmed as Thursday 13 May 2010 at 7pm in the Library Annexe (AGM).
